Odometer display going crazy

My odometer display is going crazy displaying all kinds of numbers, sometimes no numbers, other times just one digit of the odometer reading. Once you shut off the engine the display is fine. Anyone have a similar problem. Dealer thinks it's the instrument panel...I'm not as sure.
