My guess is no, it isn't, but I don't know enough about how much dealers routinely mark up cars they certify to really say.

Obviously, if you have a lot of problems that the dealer fixes under the warranty it's well worth it, but since routine maintenance (e.g. timing belt) isn't covered, I'd bet many people would do better pocketing the difference and using a good indy mechanic for the work.
