Quick question...
I am going to waterfest this weekend but unfortunately my car is waiting on parts/new ignition so I can't bring it with me. I want to get both the GIAC regular and tip chips. I know I will have to pull my engine ECU and bring it with me to have it chipped...do I need to do the same for the tip chip (meaning they just upgrade my stock tip ecu somehow), or am I just purchasing a whole new chip?

contact the giac dealer that will be the vendor you're going through, get some contact info and
ask if they would be willing to extend the sale prices to when you get your car back. Odds are they will, if not then bring your parts.
