Roaring in the frontend

Roaring in the frontend
My A4 99.5 1.8T is making a roaring noise in the front end when I am either setting still or moving very slowly like pulling in a parking place. It does it when I am turning the steering wheel. I can feel it in my steering wheel. Does anybody know what this may be? I checked my steering fluid and it is between min and max.

Yes, it is only when the wheel is being turned. I never hear it while I am driving at any speed. I only hear it when I am setting still or moving very slow and turning the steering wheel.

If your sitting still and do not turn the wheel is it loud?
See, the clutched fan only runs at low speeds and when it goes out it gets even louder then it was before.
At high speeds its still on but you just don't hear it.
If the sound is always when you are stopped I would take a look at the fan. If its only when you turn it sounds like the steering pump potentially.
