touch up paint sequence....
goign to wash / clay / IHG/wax my car this weekend,
also going to use touch up pain on some shopping cart scratches
I'll be using Lanka courtesy of Agravic,
should i do the touch up paint last? or before wax? before IHG? or before clay bar?

You probably won't want to.
apply anything on top of the newly painted area. SO I'd suggest washing and claying your entire car, then apply the polish and wax everywhere except around the soon-to-be-painted areas.

my thoughts...
I wouldn't use touch up at all, but if you're going to use it, try it on one small out of the way scratch to see if you can accomplish acceptable results, before you repaint your hood.
I would wax and polish the car as normal, then go back to the areas you'll be working on, and clean them thoroughly with rubbing alcohol, to remove any wax, or other residue. Spot sand as needed to remove any traces of rust, then begin the touch up process (whatever that consists of).
