What does this wire do?

I have an Audi A4 1998 and there is a black wire that runs on the bottom of the frame just inside the drivers door that has been cut somehow. It looks as though it runs to a whole bunch of wires inside the panel to the left of the hood lever. Any ideas on what this wire is for or even where it came from?

My car wont start after sitting for a few hours, but will start fine if i drive it for a while, stop and then start it again. but if it sits too long, it doesnt start at all, needs a jump. I've been trying to go through everything finding hte culprit of the draining problem but can't find anything except maybe this. Any ideas? any help or advice would be GREATLY appreciated, thank you so much!

you are certain its not the battery? When my battery was dying it would start car if car was just

running, but not start after sitting for several hours. Not sure if this is your problem, but maybe worth have autozone or wherever do one of their free charging system scans.
