B6 Headlight Level Warning Light questions.

B6 Headlight Level Warning Light questions.
Hi all,
I have a 2003 A4 TDi SE which has a DIS warning that the headlight levelling system has an issue. I don't have access to VAGCOM cables etc and am not really sure where to begin.
Initially the lights were still lowering and raising when switched on (and the dash warning light would come on), but as of yesterday they just turn on and stay at the required height without lowering and raising and the dash warning always comes on regardless of lights on/off at initial start up..
Am due to take it into the stealers in 3 weeks anyway, but am not sure that I can afford the usual high service costs aswell as new headlights etc etc.
Just hoping others may have heard of similar issues, and am at the point of considering getting an e-bay cable and the ross-tech freeware to see if it shows anything.
Any and all help, knowledge greatly appreciated,
