heater problems
The other culprit could be back to the heater core. When you say "flush", do you mean simply back flushing it with a hose? If so, it still may be restricted thus requiring the higher RPM / higher flow from the water pump to get enough hot water through it to allow enough heat transfer to have warm air. I know my 02 with 197K has this problem and I have decided to change the core.
Small pieces of the O-ring at the J-plug breaks down and eventually clogs the heater core...
AUDI has a TSB, about this issue.
If you just change or unclog the heater core, air will get into the system via the broken O-ring at the J-plug...and you will no longer get any heat or you will find that bleeding air from the system will be next to impossible.
