Offset problem?

The new tires are 26.2" in diameter.
That's a pretty significant difference. According to the Miata tire size calculator, his speedo will read 60mph when he's actually travelling at 65.6mph.
Guys here will put 19s on but they'll keep the overall tire diameter pretty close to stock. If your brother wanted tires/wheels close to stock diameter, 225/30/19s would work.
It's hard to tell by the photo, but the offset doesn't look bad. Am I right that it looks pretty flush w/ the fender? You don't want spacer to push the wheels past it (think ricer Civics--no offense to Civics).
