Random Function on CD Changer

According to the Owner's Manual for the audio system, selecting random for the CD changer (even for the in-dash changer) will apply to all of the CDs. That doesn't quite seem to be the case. Instead, it goes randomly through the current CD, chooses the next CD randomly, goes through that CD randomly, etc. I was picturing a random track from a random CD for each new song. Which way is it supposed to work?

It sorta does the random CD/song

But tends to randomly play almost all the songs on a CD before randomly picking another CD

To minimise "dead time" between tracks

It plays "most" of the songs on one CD before switching to another CD because switching between songs on one CD is fast, but switching to another CD is slow.
