Assume you operated it and nothing happened, so you are curious. The "I" is the universal symbol for on and "O" is the universal symbol for off. So, at night with your lights on it should control the brightness of the instrument lights as Tom Kenney notes.

That 0/1 switch is for disabling/enabling of the coming home lights function. The button is out so you can twist it and then pushed in to lock into position. Dimming of the instrument cluster is performed using the -/+ buttons at the base of the instrument cluster in the 2nd picture.
