A-4, B7 Surging

A-4, B7 Surging
I wanted to throw this one out for opinions.
We have a 2005.5 B7 with the 3.2 V6. In the morning when cold, and while driving at low speeds, the engine surges about 500 prm indicated on the tach. We mostly notice this when it is cold, and it does not appear to do it once put on cruise control. I suspect a bad or dirty throttle pedal. The ECU is not throwing any codes, and it runs strongly. Not a huge deal, but annoying.
My nearest dealer is 4 hours away in sacramento, so having this looked at would be a PITA. the car has 127K miles and has had regular maintainence.
Any Ideas?
