Sounds to me like oil leakage past valve stem seals or a bad seal at the turbo allowing oil to enter the turbo. A car sitting can result in dried up seals. If not too bad just drive it. The seals may come back around.
Also could just be oily ooze accumulated at the low points of the intercooler lines, see this...

Easy to check. Just pop the rubber line off the intercooler at it's lowest point. Have a pan handy.

Before you go and replace that turbo....a bad PCV module can result in smoky exhaust. Check that out first.
