Initial Modifications

Just got my B7 A4 a couple months ago, it's a used 2008 with around 48K miles on it. It had about 45K when I bought it.

Anyways, I've been looking around and doing some research on how I can build it up and put some more horses into it. I know most of the stuff I want to install on it but I was wondering if anyone could help me determine what order I should start modifying my Audi, and what modifications take priority.

Here is a list of what I plan on doing so far:
Remove CAT and put in a downpipe
Exhaust
Cold air intake
Performance tune
Chip
Blowoff valve
Turbo upgrade from stock
Lower the suspension
New wheels
Performance tires
Tint windows
Head and tail light upgrades
Side Skirts
Front and rear bumpers
Spoiler

I am strapped for cash and my key priorities are putting more power into the car, so I realize that the visual modifications are the last priorities.

If anyone has any suggestions on what to do first, or how to start modifying my car please help me out.
