Headlight bulb failure

Headlight bulb failure
My headlight and high beam have failed and after reading a few threads maybe its not the bulb but the ballast. How can I identify which it is and what is the best replacement as there seems to be so many different options. The bulb is a Phillips xenecostart 35w

The complete type designation would be D3S. (35W and the original has a colour temp of 4300K.)
To isolate the problem I would replace the lamp (with the spare I anyway have in the car). If you are reluctant to buy a spare, swapping the left with the right would tell you something.
