Horn functionality

Horn functionality
Have searched threads and not found anything so here goes...
Why does Audi require the car to be started (or at least in accessory mode) for the horn to function?
After almost 2 years of ownership I just happened to press on car horn while exiting the car and noted the horn didn't sound. The vehicle was completely off. At first I thought this was typical of all cars, so I opened driver door of my 2013 BMW which too was completely off - I didn't even have the fob on me, hit the horn and it worked. Went back to my A6 tried the horn again and silence. I pressed A6 ignition once activating accessory mode then the horn worked.

How funny, my wife asked me about the horn yesterday. I knew the home link didn't work with the ignition off, which I find annoying but am used to it. The horn, well I could see legitimate uses for a horn with the engine off, but whatever.
I guess most aftermarket alarm systems don't use the horn anyway.
