I am confused: If Audi can bring noncomplaint 2nd Generation 3L TDI cars into compliance, and do so relatively cheaply, why not do so with the entire current 2015-17 fleet and be able to sell them? In addition, if a fix is available why not bring 2017-18 cars to EPA/CARB and get them certified for US sale? I think this all suggests they cannot fix the current cars.

VW Group has been burned in this diesel mess in a big way. They have stated that they now believe the future is electric and are abandoning diesels altogether. Electric is VW Group's future. I'm not sure if they mean full electric or hybrids or both. Audi pulled out of the World Endurance Championship racing with their diesel prototype racing cars. They had won Le Mans 13 times, an incredible record.
So whether they can really fix the 3.0 TDI cars or not, the corporation is going in a different direction so they have no interest in diesels any more. They probably feel that the sooner they put this mess behind them, the better.
