Blower Motor Inop- No Voltage at motor

I have a 1998 Audi A6 Quattro and the HVAC Blower does not work at all. There is a 2-wire plug going into the blower motor and one side shows .20 volts and the other is ground. Voltage isn't going up or down with fan control. The Voltage Regulator has a steady 7v is this normal?

If you have the solar sunroof, the "solar separation relay" may be bad...
