please tell me the SAI relay number and location for 98 a6

okay. I am going crazy now. If I simply short the relay, I hear the SAI pump turn on. So, SAI pump is working.
if I feed the relay's 12V connectors, I hear it click. So, the SAI relay is working.
however, when I turn on the ignition, SAI relay's power connectors only have 5-7V and not 12V. So, the SAI pump does not turn on ever.
Shoud SAI pump turn on only below certain temparatures? it is 70 degrees outside. What the **** is going on. I am loosing my mind.
I am gonna ****ing burn this car.
