If this happened directly after timing belt replacement, it sounds like you have air in your cooling system, versus coolant.
That's why the sensor is most likely reading low, because it doesn't have coolant flowing by it.
Did you bleed the coolant system after starting up? I.E. the high point vents on the heater hoses and turning the heater to HIGH and running it?
