Brake Light circuit short - blows fuse immediately
If you feel that shift lock solenoid might be the cause, disconnect the solenoid and test. It could be that a wire got pinched when the tail panels were replaced. Follow the wiring harness to the rear and look for damage.
Also, the rear fog lamp is blowing the fog lamps fuse as well now. It shares a common ground with the brake lights, if I remember correctly. Do you think that the ground they share could be bad and causing the issues?
You have two circuits that are blowing fuses. It sounds more like there is damage to the wiring harness more than before.
Does the schematic show if there is one wire feeding both tails or are there two wires, one running down each side? Same for the rear fogs lights.

Osseo: you may be better off using new wires. When I worked on the Jeep, I had one splice on the body side and another splice in the hatch.
You want plenty of slack and stagger the joints so you don't have a big lump at the repaired area.
You might want to isolate the wires and see if the fuses still blow before you tie it all back together.
