ABS problem

ABS problem
It is a 1988 90 Quattro, 2.2 (KV). The abs off warning light is on the whole time and the switch will not put it back on. I checked the relays on the abs unit and they seam ok. Would a dirty of out of place sensor cause this? Or would it just mean that there would be no abs at that individual wheel?

Try the fuse under the dash on the ABS relay
10 Amp fuse the only one sticking out of any relay (similar to a fuel pump relay). Under the dash by the drivers left knee.
In a sensor problem the light will come on only after driving a short distance.
