I'm sure there are a few diesel allroads in the US; brought in privately by (wealthy) owners. I've never seen one myself though...
Theoretically you could legalize such a car but it would cost you insane amount of money... to give you a hint: if a manufacturer doesn't spend money to make it legal then their cost/profit ratio just doesn't work for that option.
I believe you could import such a thing for off road use, but what's the point.

You could import a diesel engine and depending on the state swap it, I know a couple of guys did it on a Vw passat on one of the turbo diesel forums, they put the 2.5td engine but it's not a simple motor swap.
