My E1 has brackets for a cargo cover (mounted near the top of the rear seats as a shade that would pull over the cargo area to protect/hide contents) but it did not come with the car. Is it an accessory I need to purchase, or was it omitted in error?

YES, You will need to purchase it as its an option. I just went on the Audi website under My Audi and ordered it and the winter mats.

I know right? Audi included it in my Q5’s I purchased years ago. I guess they decided to try to make a few more bucks selling it separately.

Given that I never used my cargo covers and just threw them out after a decade of them collecting dust in my garage, I passed on ordering one for my e-Tron.
