When plugged in, heating will be limited to what the charger can supply, in your case 1kW. This is likely configured this way to avoid depleting the battery state of charge during the preheating. Thus in really cold weather, the car will get warm, but it could take more than the 30 minutes max time for the heater function. Thus you meed to start heating multiple times, or set a departure timer.
When unplugged, you will get the max heating power of 5 kW (10 kW if you have the cold climate package option). That will get the car reasonably comfortable in 10-15 minutes, even in freezing temperatures. Thus you don't need to plan that much ahead, but you will loose ~2% battery charge during the preheating.
The crucial part here is although the "was". Last time I checked this with diagnostic tools was back in 2020. When doing the same check this morning to get some graphs to demonstrate this (connected to a charger tuned down to 1.2 kW) that effect is no longer there. Heating runs at full power, even when connected to the charger. My car has although got various software updates throughout the inspections in these years, so likely something got changed there. This issue was one of the complaints in 2019 when the model went through it's first winter in the hands of customers.
