How difficult is it to remove and replace a front fender?
Does it just unbolt? I need to get behind there and look around.
I have a water leak which left me with over 1" of water on the floor last week. I have the carpet inside now, drying, and the car continues to leak from somewhere in the passenger footwell, up above the relay panel. Not from a clogged plenum (which is what led to my previous soggy carpet extraction a few years ago.)

Yeah, seems likely. The hose doesn't appear to be detached though,
and I can see it dribbling from its normal spot near the door hinge.
Strangely, the leak seems to be worst when the car is parked with the front higher than the rear. With the rear elevated, I don't see any water ingress. This is opposite of what I would expect if it was the front sunroof drain.

Straight forward, just have a warm place and water to rinse the area.
Remove fr bumper,
Jack it up, secure it, remove tire/wheel.
Remove fasteners connecting belly pan on that fender side.
Remove Inner fender liner
All the fender mounting bolts are easily accessible from fender well and hood edge.
Bentley shows all the bolt locations
Rinse with water as you proceed.

Just wondering if the leakage isn't at the base of the windshield due to installation error.
Personally, I would look long and hard at other possibilities, e.g. grommet in the firewall/plenum area that has popped out or was perforated to bring wires into the cabin, before taking off the fender. Removing the fender is a lot of work for very low probability of success, i.e. finding the problem there.

Stephs avant was dripping into the right kick panel and it was the windshield. You must have already checked the plenum drains. In my experience with most cars its usually sunroof drains and the windshield is usually next on the list. Have someone run a hose on the car while you look under the dash and kick panel with a flashlight.
