That is PHPBB one of the most popular open source forum / bulitn board softwares availble, not vBulletin. Completely free, completely community supported, thousands of open source add-ons, and not associated with IB in any way what so ever.

It also looks like a lot of other forum software's that are available. vB is only one of about 20 different forum softwares that are available both open source and commercialy.
The vast majority of forums are formatted that way. Not better or worse, just the way it is.
Personally I prefer SMF forum software. Open source, runs on Apache / Linux very well, scales nicely, lots of features and add-ons and easy to administer.

You really need to ensure there are things like captcha and the like to prevent bots from signing up and posting.
PHPBB is a big "COME SPAM ME" sign for bots. Which is why most hosts frown on it.
