100S failed emissions

My '93 100S (80k miles) just failed the NOX part of the PA emissions test.

What are the most likely causes?

EGR valve. 02 sensors. Bad Cats. Post to the 80/90 forum for more responses.

Here's what the mechanic said - bad "frequency valve." $135 from dealer. Anybody ever had to replace one? What's it do?

The "frequency valve" controls the fuel vapor recovery system, probably NOT your problem.

Check for vacuum leaks.
