Probably not a bad idea to replace this. I did it on my '89 200tq, which didn't really fix the low boost problem I was having, but way I understand it is they all eventually fail. The solder joints go bad... The new design is supposedly much better.
I think others have gone over the symptoms pretty well, but low boost and hesitation are the main ones.
