Overheating '94 90

They car consistently has been over heating when it is not moving. The radiator fans do not turn on under any conditions. The wiring for the fans appears fine. I checked the fuses and the 2 30 amp fuses for the the low and high speed settings of the fan were missing? I have no idea how that happened, so I threw a new fuse in for the low speed fan only. No change. I haven't had time to take a closer look, and my bently CD stopped working. Any advice would be greatly appreciated.

Bad/sticking relay??...the relay under the kick panel!!

Try the rad fan switch in the radiator. Right hand side plastic tank on radiator. It supplies a
ground for the fan, at a prescribed temp. It can be checked with a voltmeter.
