I actually wrote and asked about this section of law to the dept of revenue... but about used cars...
According to the Dept of Revenue, and time any good changes hands we owe either sales tax (if from a business to an individual) or use tax (if from person to person) even if sales tax has been paid before...
Basically double, triple, quadruple tax... basically exactly opposite of what this country was founded on... (how dare the english tax the tea twice)
I've already paid Oregon income tax on the money I used to purchase the car...when I have to register it up here I have to pay again???
There are some time line caveats on these, look up the RCWs.
RCW 82.12.035: If you paid sales tax and used the vehicle in another state, you may apply that tax against the Washington use tax you owe.

So we bought the car here, it is registered at my house in Oregon, and tagged with OR plates. It will remain as such until the tags expire at which time he will register it there, saving the sales tax and the first several years of registration tax.
