no. on this vehicle the speed is hardcoded. you can only choose to enable or disable it. it will look like your high beams are on over 90mph+ (iirc) but your headlights will come on regular at 75mph+ (iirc). the driver's side is dipped (like in tourist mode) so it does not blind on-coming traffic or glare in rear view mirrors (see below). i think the halogen light is only for cornering and does not come like an FTP light.

I know it's off when nobody is sitting there! Should only illuminate if occupied by underweight passenger.

i have done it by pulling the switch out, taking the face off and sticking a piece of black electrical tape over the yellow led. put it back together and you're done. about ten minutes of work.

yes, you can even hear the shutter in the headlight open further if you drive without radio. in the e-code thread i made a while back shows the headlights working at their required speeds.
i too spend most of my weekends in rural areas driving around mountain twisties... you can do the speeds that these vehicles were designed to handle but in the same vein you risk hazards in the road from animals etc. i always do e-code headlight upgrades for this very reason. you can do this on a 2008 (iirc) because i had a 2007 and i enabled it when i installed e-codes on it however it works a little bit differently since those headlights are not tri-xenon.
