B7 S4 Power Steering Issue!

B7 S4 Power Steering Issue!
So Being the dummy I was... I did a circle burn out and caused air to get in the lines.
It made bad whining noise the next day and bubbled our the resivor. I rebleed the system by the how tos on the forum.
Worked for the whole day perfect. Then... There was a leak still so it rebubbled. I fixed a clamp on the bottom into the cooler, and rebleed the system. I messed up and did it while the car was jacked in the air. Now I ONLY have power steering when the vehicle is moving. When its stopped it is SO hard to turn.
Tried to rebleed once again the correct way and the fluid does not move unless the motor is reved to 3k+... There is no bubbles or fluid loss.
Did I ruin the pump or the steering rack? Or what am i doing wrong here haha. Doesnt make any bad noises just really hard to turn when stopped or not reved to 3K+
Ordered a new pump but do not want to pay the huge amount to have it fixed when thats not the problem.
