Intake on the other hand is between 350-500$ and can be done easily on your own and will provide no real noticeable seat of the pants power feel but will add some sound and help the car breath. YOu should also consider exhaust. Its in between the two as far as cost, performance gains, and ease of install. plus the S4 really sounds anemic.
If you're considering doing things before the pulley, you may want to look at the coolant upgrades. A stock 3.0TFSI engine that has been running hard loses ~25hp vs a cool engine (1st run vs run 6, according to APR's data), adding a pulley will only make that worse.

Also,i can't feel much of difference if i just tune cold air intake?
As far as intakes go I think they are great as long as they are purchased as part of a complete plan to tune your car. If you are going to just do an intake you probably won't notice much unless you just want the sound produced by one, however if you do a full intake/exhaust/software down the road it will definitely reduce bottlenecks that will otherwise exist.
Bottom line, don't buy an intake and expect night and day results with an intake alone. If you have money burning a hole in your pocket and want to do something cheap, get the Alu-Kruez stabilizer and save the rest for when you want to look at performance mods on a bigger scale.
