i think it will help balance out weight differences side to side in car and with battery and fuel cell so much farther back in car and much lower center of gravity wise. any opinions? tia

I think the primary focus should be reducing the polar mass
Moving the fuel tank into the spare tire well, will raise it up slightly from its current position, and move it further from the Cg.
The reason this car isnt so willing to turn in, and change direction ( pig on the AutoX ) is the high moment of inertia. In addition to its weight.
"The larger the moment of inertia, the harder it is to rotationally accelerate a system, the more energy is stored in a rotational motion and the larger the angular momentum."
Try moving as much weight as possible, to a position inbetween the wheels. Batterys should go between the wheesls, as such so should the tank remain in its current position.

No, not really.
The Cg, centriod of that tank, will not be lower than the cg of the current tank. Especially if there is only 8 gallons in the original location.
Plus, that does nothing but increase your polar inertia.
Other things should go in the rear.
