Power Steering fluid Foaming

Power Steering fluid Foaming
In just the last few days, on the first cold start of the day. The power steering pump has been whining and the reservoir has aerated oil in it. If I shut off the engine and let it sit for 5-10 minutes everything is back to normal. There are no leaks and the fluid level is at the proper level.
I was thinking the pump might be going but, wanted to see if anyone has experienced a similar situation. Any thoughts would be much appreciated.
