Remote locking 99' A6

Help. My 99' A6 Avant central locking does not work when I try to use the remote, the central locking does work manually from pressing the button inside the car. Is this a problem with my remote or a problem with the ECU central locking unit?

Maybe the battery is just dead?

When I put the key into the door it does open the drivers door but fails to unlock the other doors, until I press the button inside. I have changed the battery in the remote so thats one problem it cant be

Sounds odd.. what if you unlock it twice?

Nothing happens if you unlock it twice. any idea where the central locking ECU unit is located the problem might be that. I've heard it was under the rear seats but I checked that and its not there?
