How do you take off this panel?

The aluminum trim piece to the left of the wheel... Look for the interior Tech article...
There's one that deals with stripping the finish off of the interior trim pieces. It might have the instructions that you seek.

There's also a tech article on installing a boost gauge there.
I'm about 3/4 of the way through putting a 52mm (not 45mm like the tech article) gauge in that spot. I drilled out the hole in that trim last night. Tomorrow it's the dash. I may have to remove the steering wheel. No biggie, that should let me finish my troubleshooting of the cruise control switch.

When I was shopping for my A4 2 months ago, I came across a 98 the same color as yours that was an amazing deal. Low miles, pristine condition, etc... But given that I live in Texas and given that I went to U. of Texas and given that the only people in this state driving burgundy or maroon cars are Aggies, I had to pass.
