(non-TT question) "Master cylinder" affecting brakes? Can anybody shed some light on this?

(non-TT question) "Master cylinder" affecting brakes? Can anybody shed some light on this?
A friend of mine took her car in this morning to have her brakes looked at. The mechanic came back with a $1200 list of things that need repair, including the "master cylinder" that's affecting the brakes' performance. Any idea what that is and what it does? Should this "master cylinder" and pads for a '95 Subaru Impreza cost $800?

The Master cylinder is the device that pressurizes the brake fluid when you press on the pedal. Without it, your brakes would never work. I have no idea what one would cost, but it is VERY important that you have a good one!

Well, it depends on what the brakes are doing...
Is she loosing brake pressure?
Is the car getting harder to stop? Brake fade?
Pedal dropping to the floor?
Normal brake pad wear?
The master cylinder can be the problem, but without knowing more details, it's tough to diagnose here.
