N75 % duty question - are these numbers "normal"?

N75 % duty question - are these numbers "normal"?
Ran logs yesterday and noticed the N75 cuts to about 75% (intentionally bleeding off boost?) at 3000 rpm, consistent for three runs I did.
Also, on the intercooler presure, as it drops above 4500 rpm or so - is that the turbo running out of steam?
