If anyone can help, it would be great- combo valve question-

For a few months, my car has been lagging, and not performing as well. It seems that my gas mileage has been going down the tubes also. I attributed this to the DV valve, or MAF sensor.. Well, before I knew it, my check engine light went on. After that, my car ran great! (when the check engine light came on) I took it to my service shop, and the scanner read that there is incorrect flow in the exhaust system. They found the combo valve to be stuck in a closed position, and said I need a new one (for 170.00) They cleared the code, and now it runs like crap again. My question- if it's a valve, and it's stuck, how can my performance increase so much when the check engine comes ON.?? I thought a stuck valve can't correct itself under "safe mode". Also, if you guys have any suggestions where to buy one that would be great.
