Will this work to make my gauges a little dimmer?

I wouldn't use the regulator unless you're replacing the LEDs with "Perfect Match" LEDs.
Instead just get a couple of potentiometers at radioshack and find the brightness you like. I'm not sure how much current a gauge draws, but you could probably use one of these:

Put one inline with the LED power for each gauge and tweak until you get the brightness you want.
