1990 Audi 90 Cold Start Valve issue

1990 Audi 90 Cold Start Valve issue
Hey, this is the only place I've come across that might have the information I'm looking for.
We bought my daughter a 1990 Audi 90 5cy 2.3L, we got it for an incredible price, engine was perfect just had to get a lot of little things fixed.
They had the cold start valved rigged with a wire to the inside of the car for ground - basically you would touch the wire to ground and it would fire up the cold start valve so the car would start. We purchased a new ECM and everything was working great.
Recently it started hesitating at start up again, had it diagnosed and were told we needed another new ECM (the only thing not working on the ECM was the message to the cold start valve to work). I've purchased two more ECMs and having the same issue with each one. The thermo sensors are ok from what I'm told - any other ideas on what to check for? Once it starts it runs like a dream!
