First off, I found related tips from Mainland Ming here:

-he said that tightening/cleaning the rear light assembly should help prevent the issue

- for the 2001 A6 quattro, removal of the tail light assembly is actually easier. Just remove the 4 bolts that hold it in by taking off the cover in the trunk. Here is a photo:

This said, the reason for the water entry was likely not the tail lights. Instead, there is a trim piece that surrounds the trunk opening.
The left side is "welded" in to place:

However, on my car, the RIGHT side appears to be cut or unfinished. Maybe the car was in a crash (though carfax doesn't think so). In any case, there was a large gap on the right side, directly in line with water flow that would come down from the right trunk area. I covered the hole with silicon and it appears that the problem is fixed. Photo:

No worries, when I sold the car, full disclosure to the buyer. I showed the buyer the accident photos as well as the body shop teardown and step-by-step repair. He was satisfied...but also commented that it was not in the CARFAX report.
