One qualification. Is this a really recent problem? Is it REALLY cold there? Is there enough antifreeze in the coolant?

Water doesn't "circulate" in the expansion tank, if that's what you mean by reservoir.
After engine running for 15 minutes while driving; is the coolant hose from the top of the radiator hot? If so, good. if not, a blockage or thermostat issue.
If good in previous step, Inspect heater control valve for proper operation. Scan with VCDS. Repair as necessary.
