Powersteering pump going at full speed?

Powersteering pump going at full speed?
Hi, i have a problem with my powersteering. It seems that the pump is working at full speed. The powersteering fluid just keeps on coming out of the container when driving. When i am standing still it looks like the fluid is about to come out of it. The pump is giving away the whining noise. I have changed it 3 times but it dosent seem to be that. The container is clean and the filter is too. No leaks anywhere except the container. Any ideas? Really need the help. The car i have is an A6 c5 2001 2.4
