Help diagnosing secondary pump failure code P261C00
Can anyone help me with diagnosing a secondary water pump failure on my 2016 Q5 (2.0 TFSI, CPM engine code)? The EPC came on and it reads fault code P261C00 "Coolant pump B Control Circuit Low." If I reset the code, it comes back pretty much immediately, so not just an intermittent fault. (I also checked whether my vehicle is covered under an earlier recall for this pump and it's not, which is why I'm tackling this myself).
My first inclination is to swap out a new pump. But before I do, are there easy ways to check whether it's something else like a bad wiring harness or relay? I have a multimeter and the Ancel V700 ODB scanner for VW, but not a VAGCOM. Visual inspection shows the wire harness is connected, dirty but intact, no evidence of fluid leaking.

Note, the revised pump requires a modified bracket, as noted in the text.
Audi conveniently fails to document that P code in the generic scan tool workshop manual, so who knows what it accurately represents. That there's some failure of the control line to pass current when the ECM is attempting it would seem likely.
On the pump is a 3-pin plug, pin 1 is the brown wire to ground, pin 2 is the 12v wire from fuse 7, pin 3 is the PWM control line from the ECM. I'd suggest getting eyes on the connector plug sooner than later.
The VIN doesn't come back as having that recall; potentially because I'm in Canada and it's an NTSB recall? Or else it was already performed by the previous owner. Either way, I'll start with testing the fuse and wiring and work my way from there.
