Fuel pump relay problem

Fuel pump relay problem
Hi guys,
My car (1.9 TDI) has been having problems stayign on while cold. It turns on and then sometimes turns off after 2/3 minutes. It feels like lack of fuel supply, but sometimes it recovers as it warms up (whihc takes 5/10 minutes from start up).
The fault code is: 17949 P1541 Fuel Pump Relay Circ Open
I have replaced the Fuel pump relay, but the garage has no clue now, and have now said that they will need to start replacing parts to find the problem, which will cost me on parts (which may nto be neeeded) and labour.
Any Ideas??
