Got CEL, DTC 16795, Secondary Air injection incorrect flow..>>

Checked the DVR, guess what it was leaking, man that lid needs to be tight!>>
However, the readiness test on the test drive cleared all but the secondary air fault.Checked the solenoid valve too. Should it open witht the ignition on?
