Key remote + car needs programing?

I have a question for you guys. I have a 03 TT 225 which was purchased last spring. My key remote stopped working so I went to the dealer to have the battery replaced. They told me the car has to be plugged into their computer to reprogram the remote. They said this has to be done for 03 models and up. Does this make any sense?

valet key you should be able to do it yourself...

It's possible they changed it. Use to only need the valet key in door and remote in ignition!
